Discrimination, coercion, purchasing memberships, or using membership for quota-sharing or to inflate the influence of an individual or branch is prohibited.

Article (4): Competent Bodies

The Membership and Register Secretariat shall implement these Regulations under the supervision of the Central Council. The Membership Committee shall decide applications and initial matters, while the independent Appeals Committee shall determine grievances and appeals.

Article (5): Definitions

“Member” means a person admitted and entered in the register; “member in good standing” means a member whose membership is not suspended and who has paid amounts due; “register” means the approved central database; “branch” means the organisational unit responsible for the member’s place of residence; and “sensitive data” means information whose disclosure may expose a member to danger or discrimination.

Chapter Two: Membership Conditions and Categories

Article (6): General Conditions

Membership shall be individual and open to every Sudanese man or woman aged eighteen or over who believes in the Party’s principles, accepts its Constitution and programme, undertakes to act peacefully and respect diversity, is not a member of another political party or armed organisation, and submits accurate information and a written or electronic declaration to that effect.

Article (7): Disqualifications

Membership shall not be granted to anyone convicted by a final judgment of corruption, an offence involving dishonesty, or a grave human-rights violation, unless rehabilitated and accepted by the Appeals Committee in a reasoned decision; nor to anyone proven active in a group practising violence or hatred, or using membership for the benefit of another entity.

Article (8): Non-Discrimination

Membership may not be refused or restricted on grounds of race, colour, sex, religion, belief, language, region, tribe, disability, social status, or residence inside or outside Sudan.

Article (9): Founding Member

A founding member is anyone who satisfies the conditions and is entered in the founding register before the deadline set by the Founding Convention Regulations. Founding status confers no permanent privilege in voting, candidacy or leadership after the founding stage.

Article (10): Ordinary Membership

Ordinary membership begins upon approval of the application and entry in the register. An orientation or qualification period of no more than six months may be prescribed before eligibility to stand for office, without prejudice to rights to dignity, information, grievance and participation in activities.

Article (11): Honorary Membership

The General Convention may grant honorary membership, with the recipient’s consent, to a person who has rendered distinguished national or intellectual service. Honorary membership carries no right to vote or stand for office and does not exempt a person from accountability when acting in the Party’s name.

Article (12): Sudanese Members Abroad

Members in the diaspora shall enjoy the same rights and duties and belong to the branch in their country or region of residence. A change of residence shall not deprive a member of rights; registration shall be transferred under procedures preventing double voting.

Chapter Three: Membership Applications and Decisions

Article (13): Submission of Applications

An application shall be submitted personally or electronically on the approved form, including name, identity, contact details, residence, branch and required declarations. Collective applications on behalf of persons who have not consented or whose identity has not been verified are prohibited.

Article (14): Verification

The branch or Membership Secretariat shall verify identity, the accuracy of declarations and absence of duplicate registration, using proportionate means that take account of displacement, refuge and diaspora circumstances. Copies of identity documents shall be retained only when necessary and subject to safeguards.

Article (15): Interview and Orientation

A non-discriminatory orientation meeting may be held to explain the Party’s principles and members’ rights and duties. It may not become an ideological, religious or regional test. Applicants shall sign a declaration that they understand the Constitution and Code of Conduct.

Article (16): Decision Period

The Membership Committee shall decide a complete application within thirty days. Failure to respond within forty-five days shall constitute an implied decision subject to grievance, but not automatic acceptance unless the rules governing the founding stage provide otherwise.

Article (17): Acceptance

An accepted applicant shall be notified of the decision, membership number, branch, subscription payment methods, rights and duties, and means of updating personal data. The admission date shall be recorded and changed only to correct a documented error.

Article (18): Refusal

A refusal must be in writing, reasoned and based on a specific provision. The applicant shall be informed of the right, time limit and procedure for grievance. General expressions such as “unsuitability” are prohibited without a statement of facts.

Article (19): Appeal Against Refusal

An applicant may appeal to the Appeals Committee within thirty days. The Committee shall decide within thirty days after allowing the applicant and refusing body to present their cases. Its reasoned decision shall be final internally, without prejudice to legal rights.

Article (20): Reapplication

An application may be resubmitted once the reason for refusal ceases, or after one year where the reason was non-permanent misconduct. A matter decided in the applicant’s favour by the Appeals Committee may not be relied on again to refuse membership unless substantial new evidence emerges.

Chapter Four: Members’ Rights and Duties

Article (21): Fundamental Rights

Members have the right to participate in Party activities, express views and responsible criticism, obtain non-confidential organisational information, submit proposals and complaints, defend themselves, be protected against discrimination and retaliation, and know and request correction of data held about them.

Article (22): Internal Political Rights

A member in good standing may elect leaders and stand for office in accordance with the Constitution and regulations, participate in selecting delegates and candidates, request the inclusion of matters in meetings, and have dissenting opinions recorded. These rights may be restricted only by a lawful, reasoned decision.

Article (23): Freedom of Opinion

Criticism of leadership, voting against its position, peaceful advocacy of policy changes, or standing against an incumbent shall not constitute misconduct. Members must distinguish personal opinions from official positions and must not knowingly publish false information or disclose protected data.

Article (24): Duties

Members shall comply with the Constitution, regulations and lawful decisions; respect the dignity of others; refrain from violence, harassment, discrimination and hatred; protect Party assets and data; disclose conflicts of interest; pay subscriptions; and update their information.

Article (25): Reporting and Protection

Members shall report corruption, violence, forgery or serious breaches through approved channels. Retaliation for a good-faith report is prohibited even if the allegation is not established, unless the reporting member intentionally lies or causes harm.

Article (26): Misuse of Membership

A membership card or the Party’s name may not be used to obtain employment, contracts, services or personal protection, raise money without authorisation, or interfere with courts, administration or uniformed services.

Chapter Five: Subscriptions and Organisational Status

Article (27): Subscriptions

The Central Council shall set the amount, period and payment method of subscriptions, taking account of income differences within Sudan and the diaspora. Exemptions or reductions may be granted to students, unemployed persons, displaced persons and those unable to pay under published criteria, without depriving them of their rights.

Article (28): Proof of Payment

Payments shall use traceable methods and a numbered or electronic receipt shall be issued. Collection into a personal account is prohibited except under a documented temporary arrangement; funds shall be deposited promptly and reconciled periodically with the register.

Article (29): Member in Good Standing

A member is in good standing if membership is valid, not suspended, and the subscription has been paid or exempted. The member shall be informed of any deficiency before rights are restricted and given at least thirty days to remedy it.

Article (30): Arrears

Membership shall not end merely because subscriptions are overdue. Voting and candidacy rights may be suspended after two notices and three months have elapsed; they shall be restored immediately upon payment or exemption. Arrears shall not be claimed for periods of established and approved inability to pay.

Chapter Six: The Party Register

Article (31): Central Register

A single central register shall be established for all members, in paper and electronic form as practicable, and shall be the definitive reference for membership and voting. A conflicting branch register shall not prevail after reconciliation and resolution of objections.

Article (32): Register Contents

The register shall contain only necessary minimum data: name, identification number, date of birth or proof of eligibility, contact method, residence, branch, application and acceptance dates, organisational status and subscription status. Sensitive data shall be separated from everyday working lists.

Article (33): Membership Number

Each member shall receive a unique number that cannot be reused and shall not reveal race, region, religion or sex. Physical or digital cards may be issued with anti-forgery safeguards, but possession of a card alone shall not be conclusive in a dispute.

Article (34): Updates and Corrections

Members shall notify the Party of changes in their data and may request access and correction. All amendments shall be documented with their date, the person making them and the reason. Material data shall not be deleted in a way that erases the record of a previous decision.

Article (35): Transfer of Registration

Upon changing residence, a member may request transfer of registration after notification to both branches. Voting rights in the former branch cease on the transfer date; voting in the new branch begins only after completion of the transfer within an organisational period not exceeding thirty days.

Article (36): Reconciliation and Cleansing

The Register Secretariat shall conduct quarterly reviews to identify duplicates, deaths, resignations, dual memberships and missing data. No disputed entry shall be deleted without notifying its holder and allowing a response.

Article (37): Closure of Electoral Register

The Elections Committee shall set a closing date for the register before each ballot and publish secure preliminary branch lists for objections without exposing sensitive data. Names may be added after closure only to correct a proven error, by a reasoned decision subject to appeal.

Article (38): Audit

The integrity of the register shall be independently audited before the General Convention and major internal elections. The audit shall cover membership totals, duplicates, amendment logs and access controls, without disclosing personal data in the published report.

Chapter Seven: Data Protection

Article (39): Purposes of Processing

Data shall be collected and used only for legitimate organisational, electoral and financial purposes, and only to the extent necessary. Sale or sharing for commercial purposes, elections outside the Party, or with a government or foreign body without legal basis and competent approval is prohibited.

Article (40): Access and Security

Access shall be granted on a need-to-know basis with defined permissions, strong passwords, activity logs and encrypted backups where possible. No single person may have exclusive control over the register, backups and recovery keys.

Article (41): Confidentiality

Anyone accessing data shall give a confidentiality undertaking that survives the end of their duties. Unauthorised downloading, copying or publication of membership lists constitutes serious misconduct requiring accountability and measures to limit harm.

Article (42): Data Breaches

In the event of loss or breach of data, the affected system shall be isolated, evidence preserved, and an urgent review conducted. Affected persons and competent authorities shall be notified where the risk is material. An internal corrective-action report shall be issued without revealing details that could increase harm.

Article (43): Retention and Disposal

Member data shall be retained during membership and for such subsequent period as required for accountability and law. It shall then be destroyed or converted into secure statistical data under an approved schedule, with a record of destruction retained.

Chapter Eight: Suspension and Termination of Membership

Article (44): Administrative Suspension

Certain rights may be suspended temporarily for non-payment following prescribed procedures, inability to verify identity, or duplicate registration, provided the member is notified of the reason and remedy. Administrative suspension is not a disciplinary penalty.

Article (45): Precautionary Suspension

The Disciplinary Committee may provisionally suspend membership where necessary to protect persons, assets or an investigation, by a reasoned decision for no more than sixty days, renewable once by the Appeals Committee, while preserving rights of defence and grievance.

Article (46): Resignation

A member may resign by documented written or electronic notice, effective upon receipt and not subject to refusal. The Party shall acknowledge receipt and cease using the member’s data for ongoing activity, without extinguishing a financial obligation or accountability for earlier acts.

Article (47): Dual Party Membership

Where membership of another political party is established, the member shall be given fourteen days to choose. If no response is received or the other party is chosen, membership shall terminate. This does not apply to alliances or non-party civil organisations.

Article (48): Expulsion

A member may be expelled only by a final decision of the competent disciplinary body following a fair Party hearing and right of appeal. The decision, date and reasons shall be recorded in the register, and details published only to the necessary and lawful extent.

Article (49): Death and Loss of Capacity

Membership ends upon death. Temporary loss of capacity does not terminate membership, but rights that cannot be exercised shall be suspended while protecting the member’s dignity and data, and restored when the reason ceases.

Article (50): Reinstatement

A person who resigned or whose membership ended for a remediable reason may seek reinstatement. An expelled person is subject to the period and conditions prescribed by the Constitution and Appeals Committee decision. A cancelled membership number shall not be reinstated without documenting its historical status.

Chapter Nine: Final and Transitional Provisions

Article (51): Complaints and Appeals

Secure forms and channels shall be designated for complaints and grievances, with their dates and outcomes recorded. A person who made the contested decision, or has an interest or dispute, may not adjudicate the appeal. Decisions shall be written and reasoned.

Article (52): Responsibilities of Branches

Branches shall receive and verify applications and update data under the Secretariat’s supervision. They may not create numbers outside the central register, withhold a qualifying application, or provide lists to an unauthorised candidate or body.

Article (53): Founding Stage

The Preparatory Committee shall temporarily exercise the necessary functions of the Council and Secretariat and establish an independent review committee for grievances. All entries shall be reviewed before the Founding Convention, with an objection period of at least twenty-one days.

Article (54): Forms and Instructions

The Secretariat shall issue necessary forms and technical instructions, including those for applications, declarations, exemptions, transfers, resignations, corrections and grievances. It may not introduce substantive conditions not contained in the Constitution or these Regulations.

Article (55): Interpretation

These Regulations shall be interpreted to protect free choice, equality, privacy and participation. In cases of doubt, the interpretation least restrictive of members’ rights and most effective against fraud and concentration of control over the register shall prevail.

Article (56): Commencement and Amendment

These Regulations shall take effect upon approval and may be amended by the body and procedures specified in the Constitution. During the founding stage, they may be amended by a two-thirds majority of the Preparatory Committee after publication of the proposal to founders for fourteen days, without impairing fundamental rights or the neutrality of the Convention.

[50
post-257","party_document","type-party_document","status-publish","hentry
["GET
